M/S Sarwan International Enterprises is a Pakistan Engineering Council Category C-6 constructor working on buildings, water supply, sewerage, irrigation and infrastructure across Karachi, District Thatta and District Sujawal — and a general order supplier to government departments, development organisations and private clients.
We bid only for work our licence, staff and equipment actually cover. Every claim on this page can be checked against the documents behind it.
Pakistan Engineering Council
Licence of Pakistani Constructor / Operator, under the bye-laws of 1987
Registered office: Ward No. 11, Bhatti Mohalla, Main Park Road, opposite Press Club, Sujawal, District Sujawal. Licence details are verifiable on the PEC portal.
About the firm
M/S Sarwan International Enterprises is a sole proprietorship registered with the Federal Board of Revenue and enrolled with the Pakistan Engineering Council in Category C-6. The firm takes on civil engineering and building works up to the project ceiling set by that licence, and supplies materials, equipment and institutional goods as a general order supplier.
Our work sits in the districts we know. Sujawal and Thatta are where the firm is based and where its people live; Karachi gives us access to suppliers, engineers and the procuring offices that award work in the region.
Public and development-sector procurement turns on evidence: a valid licence, an engineer who is genuinely employed, a bank account in the firm's name, tax status that checks out, and paperwork that matches from one document to the next. That is the standard we build the firm around, and it is why this site states what we are licensed for rather than everything a contractor could be asked to do.
The firm is at an early stage. Rather than borrow another contractor's record, we are building our own completion and performance certificates project by project.
Services
Two distinct lines of work. Engineering works are executed under our PEC licence and supervised by our registered civil engineer. Supply work does not require a PEC licence and is handled under our general order supply registration.
The five images above are illustrations of the categories of work our licence covers. They are not photographs of completed Sarwan International Enterprises projects. Photographs of our own completed works will replace them as each contract is finished.

Messages
I established M/S Sarwan International Enterprises to do straightforward work well: civil construction and supply, carried out to specification and recorded properly.
Our objective is to be a contractor that government departments, development partners and private clients can rely on without having to check twice. That rests on unglamorous things — careful planning, qualified supervision, transparent financial management, safety on site and keeping the commitments written into the contract.
As proprietor I remain personally responsible for the firm's technical capacity, its compliance and its people. We welcome clients, consultants, contractors and suppliers who want to work on that basis.
A contractor is only as good as the work it is actually equipped to finish. That is the principle this firm is run on, and it is why our capability statement is written against our licence rather than against the market.
Our core areas are building construction and general building works, water supply and sewerage, irrigation and flood-control works, water-retaining structures, roads and pavements, and infrastructure development. All of it is executed under PEC Licence No. 97728 in Category C-6 and supervised by our registered civil engineer. Alongside that, the firm supplies materials, equipment and institutional goods as a general order supplier.
We serve government departments, public-sector organisations, NGOs and development partners, and private clients. What we offer them is accurate documentation, realistic commitments and work completed to approved specifications, applicable law and agreed timelines.
Project delivery
The same eight stages apply whether the client is a government department, a development organisation or a private employer.
Eligibility, scope, drawings, BOQ, site conditions, risks, securities and taxes checked before anything is priced.
Team, programme, material plan, site establishment and health-and-safety induction.
Method statements, approvals, shop drawings and the inspection schedule agreed with the client.
Approved sources, quotations, deliveries and the documentation that supports each of them.
Supervised work to drawings, specifications and approved instructions.
Inspections, measurements, material tests and control of non-conforming work.
Daily reporting, look-ahead planning and corrective action when the programme slips.
Testing, snag removal, as-built records, handover and support through the defects period.
Quality, safety and compliance
Approved drawings, specifications and materials; inspections, measurements and testing records kept for every work.
Induction, personal protective equipment, toolbox talks, task risk controls, safe access and incident reporting.
Housekeeping, waste control, efficient use of water and materials, and protection of the surrounding area.
No forged, altered or misleading documents. Authority to sign is written down and approval records are controlled.
Documented payments and invoices, bank reconciliation, and retention of records for audit.
Controlled handling of personal, tender and banking information — including on this website.
